Chosen for the next host after Nepal, the Directorate General of Taxes of the Republic of Indonesia (DGT) in collaboration with Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACOM) held the 7th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) in Jakarta (Tuesday–Thursday, October 13th–15th, 2026).
Under the theme “Smart Taxation, Shared Prosperity”, the 7th BRITACOF focused on the development of tax administration and tax services products in jurisdictions participating in belt and road initiative (BRI jurisdictions).
Vice Minister of Finance of the Republic of Indonesia, Nurkholisoh Ibnu Aman, in his speech, said that taxation needed to adapt with the evolving era.
“Our modern world is in a state of continuous and rapid evolution. We are moving forward to a new era. Tax authorities must adapt,” stated Nukholisoh.
Director General of Taxes of Indonesia, Bimo Wijayanto, also emphasized that amidst the rapid development of digital economy, tax administrations had to transform to be more sophisticated, and more agile to be able to cope with cross-border transactions.
“The digital economy has made borders less visible. Value is now created and moved in new ways. Tax administrations cannot stand still. We must become more modern, more flexible, and able to work across borders,” explained Bimo.
Nurkholisoh mentioned that Indonesia had established Coretax as the newest and integrated core tax system. It brought some services, such as registration, invoice payment, tax return, etc., into one place. For about ten millions taxpayers have moved to this new system. It succeeded to widen Indonesia’s tax base by around two millions taxpayers.
Bimo added that it was a brand-new cooperative compliance framework. It brought Indonesia’s taxation not only relying on audits, but also building a partnership based on openness, timely communication, and mutual trust.
The Upgrade of TAPP 2.0 and TSPP 2.0
The main agenda in this event was the launching of Tax Administration Product Portfolio (TAPP) and Taxpayer Service Product Portfolio (TSPP) 2.0. It was the initiative BRITACOM to gather and to share the tax products and the tax practices on tax administration and tax services.
Executive Secretary of BRITACOM Secretariat, Huang Suhua, elaborated that overall framework, functional modules, case materials, and practical guidance of both product portfolios had been refined and expanded. It was done based on the prioritized feedback on practical bottlenecks and home ground case studies.
“Some improvements were conducted on administration workflows, digital tax practices, taxpayer services for SMEs, cross-border tax dispute resolutions, and enhanced tax certainty,” said Huang.
In the first day, Mukhammad Faisal Artjan, Director of Business Process Transformation of DGT, attended in panel discussion with the topic of TAPP 2.0. Hantriono Joko Susilo, Director of Information and Communication Technology of GDT, also joined the discussion on the topic of digital transformation of tax administration.
Other BRITACOM’s Action Programs
Huang also delivered a concise explanation about the actions done by BRITACOM. It implemented its tasks set out in Hongkong Action Plan 2025–2027. Besides the upgrade of TAPP 2.0 and TSPP 2.0, BRITACOM had other tangible progresses, such as capacity building, multinational dialogues, and institutional operations.
Director of Financial Services Bureau, Macao, China, and Director of Belt and Road Initiative Tax Administration Capacity Enhancement Group (BRITACEG), Ho Silvestre In Mui then elaborated the action programs conducted by BRITACOM. The programs included the collaboration with top tier pool of expert, infused curriculum with authentic case studies, practical solutions, and cutting-edge industry perspectives.
“There are three future priorities in this forum that will be discussed. Elevating training quality, upgrading curriculum system, and last deepening cooperation,” said Ho In Mui.
Multinational Sharing
Being previously hosted in Kathmandu, Nepal, last year, Director General of Inland Revenue Department, Bhisma Kurmar Bhusal, described the theme of this event. Taxation was not only talking about revenue collection. It contained a wider perspective in coordinating and sharing with other jurisdictions in transforming taxation to a new developing era in digitalization.
“Smart taxation, share prosperity. It is about resilience and coordination. And today taxation is not about collecting revenue. It is fundamental to financing public investment, supporting social and economic development, creating predictable empowerment,” said Bhisma.
Nurkholisoh claimed that Indonesia is committed to learn from other jurisdictions’ experiences and share Indonesia’s experiences, including the tax modernization.
“We don’t come together to simply exchange information, we come together to learn, to improve, and to help one another succeed. That’s the spirit of shared prosperity,” expressed Nurkholisoh at the end of his statement.
“Upon the spirit of extensive consultation, joined contribution, and a shared benefit, we are confident that continue the consensus experience on mutual learning will expand the scope and the depth of tax cooperation,” Huang added
At the end of his speech, Huang acclaimed the BRI jurisdictions to leverage digital governance and the council multilateral tax dialogue in order to foster a friendly tax environment and to jointly pursue a future of mutual benefit and win-win outcome.
The conference will continue until Thursday, October 15th, 2026. Bimo also invited the participants of the conference to attend an international tax seminar afterwards. The topic of the seminar will be “Taxation, Cryptoassets, and Digital Economy: Sharia Law Perspective”.
